Cut the octopus legs into 2-inch pieces and quarter the head. Rinse and dry.
In a large bowl, mix together the gochujang, gochugaru, soy sauce, sesame oil, sesame seeds, and garlic to make the sauce.
Add the octopus to the sauce and mix to combine. Let marinate for 10 to 15 minutes.
In a large skillet or stir-fry pan over medium-high heat, cook the octopus, onion, scallions, carrot, and chiles until the octopus changes color and is cooked through, 7 to 10 minutes. Make sure not to overcook it.
